The article paints a dour portrait of how the military and certain government agencies continue to finagle and dissemble, even under Congressional pressure. On top of which, as Cox points out, we can just about rule out Russia (and by extension, China) as the source of non-UAP UFOs.
Two sobering thoughts, and a reminder that whatever is being concealed is something big and likely not advantageous to mankind.
