The Arctic is of great strategic importance to the Russians, and Svalbard is a nexus of undersea commercial and military communications cables. That area is also a thruway for Russian naval forces to pass into the Atlantic. Surveillance drones come in all shapes and sizes, so that's most likely what's been photographed. Unless The Rocketeer is making a comeback.
