The headline is, "SCIENTISTS DISCOVER 300-MILLION-YEAR-OLD ‘CHARIOT WHEEL’ DEEP IN A MINE"
No scientists are mentioned in the article. No wheel was found, only what the witnesses believe is an imprint of a wheel.
There is a more complete report online, in the words of the Kasatkin mentioned in the article you cited. http://www.earthbeforeflood.com/imprint_of_wheel_in_carboniferous_sandstone_in_coalmine_rostov_region.html
We are told two imprints were found and photographed. Kasatkin was invited to inspect the imprints by the mine workers who discovered them. However, "this artifact and the smaller one found during the further work came to be in a tunnel blockage and could not be taken out and studied." The implication is that Kasatkin never saw the imprints himself, just the photos. Further, the site of the discovery is inaccessible now, we are told, as it closed in 2009, and the mine was flooded. The discovery is alleged to be from 2008 yet the story seems to have broke only in 2017, nine years later. The photos are said to come from a V.V. Kruzhilin, but we have no report from him. The only report comes from the mysterious S. Kasatkin, who seems to have got it second-hand. Also, Kasatkin presents the story to blogs himself; no one has investigated the claim, they just print whatever Kasatkin gives them. We don't have pictures of Kruzhilin or Kasatkin, nor do we have their first names. (The man in the photo is unidentified.)
In sum, the alleged discovery is old and cannot be confirmed. That leaves us with the witnesses, whose identities have not been established. There has been no investigation of the claim or examination of the witnesses.
My conjecture:
Unless proper evidence comes out, this looks less like a discovery and more like a hoax, where a potentially interesting photo is found by someone who builds a story around it -- a story that, conveniently, cannot be investigated by others. That's what the Roswell slides folks did, wrongly thinking their claim was inoculated from independent investigation.
I'm not concluding that this is a hoax, I'm just saying, at the moment, it has the known features of a hoax.

I poked around the Internet. A few comments:
